Columbia PTA – Snohomish 7.5.6 Standing Rules November 7, 2019
1. The name of this unit shall be Columbia PTA, Snohomish 7.5.6.
2. This organization is a separate and independent non-profit corporation recognized by the State of Washington on October 5, 1989. It is the responsibility of this organization to annually renew the Articles of Incorporation prior to March 1st. The incorporation number is 601206072.
3. This unit was recognized by the IRS as an independent, non-profit tax-exempt organization, under Section 501(c) on May 23, 1991.
4. This unit shall keep at least two copies of each of its legal documents in two separate locations at Elected Officers homes.
5. The standing rules of this PTA shall be adopted annually by majority vote at the second membership meeting of the school year. The standing rules may be amended at a membership meeting by majority vote if previous notice of the meeting was given. If no previous notice was given, then a two-thirds (2/3) vote is required.
6. Membership in Columbia Elementary PTA shall be open to all people without discrimination. Membership is open to all parents, teachers, staff, grandparents, guardians, students, community members, and any other persons that support and encourage the purposes of PTA. The membership service fees of this unit shall be $12.00 per adult. The National PTA fee ($4.00), Washington State PTA fee ($5.75) for a total of $9.75 are paid out of each membership. The students of Columbia Elementary shall be considered honorary members of this unit without voice, vote, or privilege of holding office.
7. General membership meetings of this unit shall be held at least three times a year. A general membership quorum shall be 10. Members will be notified of general membership meeting at least 10 days prior and no more than 50 days prior via website, FaceBook, email, or notice sent home with students.
8. Members of this PTA shall not use their own personal social media platforms to cyberbully, insult, embarrass, target, or post threats of physical or verbal abuse towards any individuals, including school board officials, school administrators, teachers, PTA members, volunteers, or other individuals that are associated with Columbia Elementary PTA.
9. The elected officers of this unit shall be President, and/or co-chair, Vice President, and/or co-chair, Secretary, and/or co-chair, and Treasurer. These elected officers shall constitute the Executive Board. Voting for the officers shall be elected at the second to last General Membership meeting and installed at the last General Membership meeting.
10. The Executive Committee shall consist of the elected officers and the principal. Each person has one vote. Executive Committee meetings will be held at least twice a year. Executive Committee quorum shall be one more than half the total number of Executive Committee members.
11. Special or Emergency Board Meeting/Executive Committee meetings require a minimum of 5 days’ notice. Notification for Special or Emergency Board meetings will be via email, or voice mail indicating date, time, place, and purpose or meeting.
12. This PTA shall approve an annual operating budget in the spring of each year. The executive board has the authority to reallocate funds budgeted for one purpose to another purpose.
13. This PTA shall establish one or more accounts in financial institutions as determined by the elected officers. Any such account shall require the signatures of at least two elected officers to make a withdrawal. The elected officers shall determine which officers shall have signing authority on the PTA bank account. The PTA’s monthly bank account statements shall be provided unopened to a person appointed by the elected officers. This person will be appointed by the board at the beginning of the fiscal year and shall not be a signer on the account. The reviewer shall promptly report to the executive committee any concerns or discrepancies identified in the review. If no concerns or discrepancies are seen, the reviewer shall initial and date the account statements and provide them to the treasurer. The treasurer will submit a monthly financial report to the executive board and at the General Membership Meeting.
14. All payment and reimbursement requests shall include an invoice or a receipt and should be submitted to the treasurer within 60 days of expenditure. Any requests for reimbursement not submitted prior to the date determined by the treasurer prior to the end of the school year, will be considered a donation to the general fund of this PTA. No authorized signer will sign a check to her or himself. Two authorized signers must sign all PTA checks.
15. Grants provided by the PTA are classified as classroom or group grants. A grant is money gifted to staff for the purchase of non-consumable items to be used within the Columbia Elementary classrooms. PTA provides a Classroom Purse, wherein teachers and leads are able to request a grant for anything except for small consumable items to be used by the majority of students in their classroom. Scholarships are to be used for student enrichment programs.
16. Current List of Standing Committees. These committees are subject to change. They can be added to or reduced due to reasons such as interest and budget constraints.

17. PTA committee chairs shall be determined by the current Vice President, Elected Officers, Incoming Vice President, or incoming Elected Officers as soon as possible. This shall not limit the formation of new committees throughout the year. All committee chairs must be current PTA members and only current PTA members can handle PTA funds.
18. Any staff, parent, or PTA member can nominate names per award category (Outstanding Educator, Golden Acorn, and Outstanding Advocate) to the PTA Executive Board. Nomination forms should be sent out no later than the April General Meeting and award nominations should be submitted to the Executive Board no later than May General Meeting. Awards will be presented in the final General Meeting in June. No more than two people may receive each award in one year. A vote by the general membership will make the final approval of award recipients.
19. Voting delegate(s) to the annual State PTA convention and the Legislative Assembly shall be appointed by the Executive Board.
20. Parliamentary authority shall be: Robert’s Rules of Order Newly Revised.
21. The organization shall carry liability insurance. The annual renewal date for this insurance is October of each year.
22. The Treasurer’s books shall be submitted for financial review to a qualified accountant or a financial review committee of no fewer than three PTA members who do not have signature privileges on PTA documents to meet after June 30 and before September 1st of each year, and at any time by special request of any member or board member.
23. If any organizational or operational situation presents itself to the Board, and that situation is not clearly able to be governed by the current bylaws of Columbia PTA – Snohomish 7.5.6 herein, the current National PTA bylaws will be used as the effective governing document for those specific situations only.
